South Carolina Mold Abatement Resolution Fights to Rid Public Buildings of Mold

Mold in Public Buildings: From Public Outcry to the Statehouse Floor

Recently, we discussed a mold outbreak at a Myrtle Beach elementary school and the public outcry over insufficient mold removal. The good news is that the public concern over indoor mold in public buildings led to actions by South Carolina lawmakers.

House Bill 3127 is a joint resolution that establishes a committee to study mold removal methods and public policy. The aim of the committee is to look at mold issues in public buildings and to propose initiatives to get rid of mold issues that pose a risk to public health. According to the resolution, the committee is created to do conduct the following:

(1) examine public policy issues relative to mold in public buildings in South Carolina;

(2) ascertain the impacts on public health with a focus on children in public schools;

(3) propose policy initiatives to remediate or abate problems with mold, if necessary;

(4) determine proactive steps to prevent the growth of mold;

(5) identify best practices regarding how to make public buildings more resilient with regards to flooding events and mold growth; and

(6) identify best practices regarding mold remediation.

The bill was overwhelming approved 98-4 in the House and unanimously approved 45-0 in the SC Senate. The joint resolution was signed by the Governor on Mar. 20, 2019.

The mold study committee is effective immediately, and a report will be issued by the end of 2019.

The outrage over the insufficient attempts to remove the mold in the elementary school raises the issue of mold removal best practices.
